A person utilizing or maintaining an outdoor fire, with or without a burn permit, shall be responsible for all fire suppression costs and any other liability resulting from any damage caused said fire. Every permit issued shall contain the express stipulation that the person obtaining the permit shall be fully responsible for any damages resulting from said burn, and shall further state that the permit applicant shall release the city from any and all liability for said burn and agree to hold the city harmless from claims of damages suffered by any third party.
