(A) The following are the guidelines agreed upon by city officials and members of various historical preservation committees to determine which structures will be targeted:
(1) Buildings that have historic significance or a presence that is unique to this community;
(2) Buildings that have some architectural significance;
(3) The cost of restoration would be reasonable and maintenance would not be cost prohibitive;
(4) Structures that are located in an area where restoration would enhance the community, or would be appreciated by the community so counterproductive surroundings would not overwhelm the restoration efforts;
(5) Follow a procedure to identify buildings that could be razed in order to contribute to the beauty and well-being of nearby restored properties, without inconveniencing the community;
(6) Identification of the above vacant areas in terms of which of them could be converted to green spaces, small parks, or paved parking lots;
(7) Encouragement of the preservation of old stone fences, stone chimneys, and wrought iron fences and balconies;
(8) Creation of an historic atmosphere in the downtown area through the following project interventions after utility lines and drains are installed: brick sidewalks in the Renaissance area, uniform and improved professionally printed signage and new or repaired awnings in front of businesses;
(9) Instructive signage on the major highway to direct travelers to exits for downtown with directions to specific locations; and
(10) Continued reporting of various developments of the city and county through the local radio station, the Flemingsburg Gazette newspaper and neighboring community development brochures and news media.
(B) The guidelines summarized above are set forth in greater detail in the document entitled “Historic District Design Guidelines for the City of Flemingsburg, Kentucky, 2003,” which is incorporated herein by reference the same as if set forth at length herein. Copies of this document shall be available for inspection at City Hall located on South Main Cross Street in Flemingsburg, Kentucky during regular business hours.
