§ 32.23 PROCEDURE FOR ELECTING PRESIDING OFFICER.
   (A)   Pursuant to the provisions of KRS 83A.130 (5), the City Council shall elect at its first regular meeting in January of each year, or as soon thereafter as business permits, a Mayor Pro Tem to preside at its meetings in the absence of the Mayor. The Mayor Pro Tem shall be elected by a majority vote of the entire City Council.
   (B)   The term office for the Mayor Pro Tem shall be for the calendar year and until a successor is elected. The Mayor Pro Tem shall be subject to removal by a majority vote of City Council, exclusive of the vote of the member serving as Mayor Pro Tem.
   (C)   Whenever there is a quorum of the City Council at any regularly scheduled meeting or at any specially called meeting which has been legally called and for which the Mayor and City Council have been duly notified, the Mayor Pro Tem shall preside at the meeting in the absence of the Mayor. The sole function of the Mayor Pro Tem shall be to preside at City Council meetings in the absence of the Mayor.
