(A) The Flemingsburg/Fleming County Recreation Board herein established shall have all of the powers, functions, and duties authorized by state law, except as restricted herein, and in addition thereto, the city hereby delegates such other powers to the Recreation Board as are necessary in carrying out its operations and activities.
(B) The Board shall not incur any debt which cannot be paid from current year revenue in any year, which shall include all appropriations from the city and county, except revenue bonds. All salaries of any employees of the Board shall be subject to approval by the City Council and the County Fiscal Court. No revenue bonds shall be issued by this body without express approval by the City Council and the County Fiscal Court.
