The state Department of Highways may maintain and repair, construct and reconstruct, under its control and supervision, those city streets so designated by the Department, and may make appropriations and expenditures out of its fund for this purpose. The Department may enter into any and all contracts, inclusive of any agreement made with this city, and with any federal agencies.
