§ 73.01 OPERATION OF BICYCLES, MOTORCYCLES, MOPEDS, HOVER BOARDS, SKATEBOARDS, COASTERS, ROLLER BLADES, ROLLER SKATES AND OTHER SIMILAR DEVICES.
   (A)   These regulations applicable to the above listed devices shall apply whenever operated upon any street, sidewalk, public parking lot, trail, path, or other public way.
   (B)   Any person operating the above listed devices shall obey the instructions of official control signals, signs and other control devices applicable to vehicles, unless otherwise directed by a police officer.
   (C)   No person riding on the above listed devices upon any roadway or sidewalk shall do so in such a manner as to endanger the safety of the operator or pedestrians.
   (D)   Excluding bicycles, motorcycles and mopeds, no person shall operate the above listed devices upon a street or sidewalk one half hour before sun set or one half hour before sunrise without wearing a reflective device on the front and back of the rider.
   (E)   Whenever any person is riding the above listed devices that such person shall yield the right of way to any pedestrian and shall give audible signal and shall operate the device in a careful manner before overtaking and passing such pedestrian as not to endanger the safety and convenience of the pedestrian.
   (F)   The city may erect signs on the sidewalk or roadway prohibiting the riding of the above listed devices thereon by any person and when such sign is in place, no person shall disobey them.
   (G)   No person shall at any time, use, operate or ride upon any of the above listed devices in the city, on any sidewalk, trail or walking path or roadway that is marked as being off limits to such activity.
   (H)   No person shall at any time use any bench, table, garbage can or any other property belonging to the city as a ramp or jump for the above listed devices except for the skateboard ramps specifically provided for this purpose.
   (I)   No person shall operate the above listed devices on the sidewalks of the city within the central business district, including shopping centers.
   (J)   Other than using a skateboard at the designated skateboard park in the city, no person shall operate the above listed devices on any section of a public park, play ground, play lot or tot lot, except on a roadway or in a parking area.
   (K)   No operator of any of the above listed devices shall carry another person on such bicycle, motorcycle and mopeds, hover board, skateboard, coasters, roller blade or roller skate except on a seat attached thereto for the purpose on a side car attached to the vehicle.
   (L)   It shall be unlawful for any person operating the above listed devices, except for bicycles, motorcycles and mopeds, to go on any roadway except for a crosswalk.
   (M)   No person while operating or riding on the above listed devices shall cling to a moving vehicle or be fastened or attached to a moving vehicle.
   (N)   No person shall ride on the projection, running board, or fenders of any vehicle.
