The moneys required to be deposited in parking meters as provided herein are levied and assessed as fees to include moneys collected as fines to provide for the proper regulation and control of traffic upon the public streets, the cost of supervising and regulating the parking of vehicles in the parking meter zones, the cost of providing public off-street parking, and the cost of the purchasing, leasing, acquiring, installing, operating, maintaining, supervising, regulating, and controlling the parking meters described herein. All such fees shall be deposited in the general fund, from which the aforesaid costs and expenses for on-street and off-street public parking shall be paid.
