The maximum operating speed as set forth in § 71.77 shall be posted in conspicuous locations within the City and in a manner reasonably calculated to inform the public of the maximum speed that motor vehicles may be operated upon the streets, roads and alleys within the corporate limits of the City, excluding state highways.
