(A) The charges payable for the city solid waste collection service shall be as set out by ordinance. The city may from time to time amend the classification schedule by ordinance revoking same and establishing a new schedule. No new schedule shall be made effective until the next month after the publication of the ordinance enacting same.
(B) Residential classification.
(1) Residences in the city shall at all times be considered to be in a single grouping or classification, without subdivision into subclasses regardless of size or quantity of service, and shall pay the same charge.
(2) Residential collection fees (monthly):
(a) Fifteen dollars ($15.00) per month, per residence, as defined in § 53.01.
(b) Nine dollars ($9.00) per month for persons age sixty-five (65) and over, per residence, as defined in § 53.01.
(3) Residential collection fees (special items). The fee for special item collections will be determined by the Public Works Superintendent or his designee based on the following rate schedule, subject to the reservations stated in subsection (4)(d) below.
(a) Ten dollars ($10.00) per special item; additional charges may be added for an excessive total amount of items, or extra-heavy weight of said items.
(b) Ten dollars ($10.00) for every ten (10) bags of grass clippings or leaves collected.
(c) Ten dollars ($10.00) for brush collections; additional charges may be added for excessive amounts of brush.
(4) Procedures for requesting and collecting special items:
(a) Solid waste placed for collection at a residential location not capable of being stored in a regular container because of size or weight shall be deemed to be a special item and subject to an additional charge over and above the applicable monthly rate.
(b) Special items shall be collected pursuant to work orders generated at City Hall after receiving a request for a special collection. Said request may be submitted to City Hall in writing or verbally. Requests will be accepted by fax, phone, or other electronic means.
(c) Payment for special item collections must be paid in full prior to the collection. Special item collections shall not be separately billed or carried over to the regular monthly billing statement.
(d) The Superintendent shall be authorized to reject any special item collection request in the event that the special item solid waste to be collected is unsuitable for collection by the city because of its extraordinary quantity, weight or any other factor that would unreasonably burden the Streets and Sanitation Department in the judgment of the Public Works Superintendent or his designee.
(C) Commercial classification.
(1) Non-residential collection fees (monthly). The solid waste collection fees for non-residential locations shall be as follows:
(a) Eighty-five dollars ($85.00) per month for one (1) six (6) cubic yard dumpster collected on one (1) scheduled day per week.
(b) Eighty-five dollars ($85.00) per month for one (1) six (6) cubic yard dumpster collected on one (1) additional day per week.
(c) Sixty dollars ($60.00) per month for one (1) three (3) cubic yard dumpster collected on one (1) scheduled day per week.
(d) Sixty dollars ($60.00) per month for one (1) six (6) cubic yard dumpster collected on one (1) additional day per week.
(e) Fifteen dollars ($15.00) per month for up to six (6) regular containers collected on one (1) scheduled day per week.
(f) Fifteen dollars ($15.00) per month for up to six (6) regular containers collected on one (1) additional day per week.
(2) Non-residential collection fees (special items). The fee for special item collections will be determined by the Public Works Superintendent or his designee, based on the following rate schedule, subject to the reservations stated in part (3)(d) below:
(a) Ten dollars ($10.00) per special item; additional charges may be added for an excessive total amount of items, or an extra-heavy weight of items.
(b) Ten dollars ($10.00) for every ten (10) bags of grass clippings or leaves collected.
(c) Ten dollars ($10.00) for brush collections; additional charges may be added for excessive amounts of brush.

(4) Non-residential customers requiring a dumpster may either purchase the dumpster from the city or rent a dumpster from the city according to the following rate schedule. The purchase price or monthly rental fee is in addition to the monthly collection fee.
(a) Dumpster purchase price. The purchase price for the customer will be the same as that charged to the city by its supplier plus handling fees.
(b) Dumpster monthly rental fee.
