The fees and charges imposed, levied, and collected shall be for the purpose of maintaining and operating the public waste collection and disposal system. Any amount of solid waste collection fees and charges collected in excess of operating and maintenance expenses shall be expended solely for the purpose of street cleaning, street maintenance and other sanitary services of the city.
