The city shall provide a service for the collection of non-hazardous solid waste as defined in this chapter, and such other refuse as it may from time to time specify in its rules and regulations. Collection service shall be available to persons within the city who subscribe therefor and pay the requisite fee, and comply with the rules and regulations of the city as to placement, containment, segregation and the like from time to time adopted by the City Council.
