Solid waste collection by the city’s Streets and Sanitation Department shall be mandatory at all residences, including single and multiple apartment units, businesses, health care facilities, private offices, factories, plants (except as otherwise provided in § 53.08(B) pertaining to certain commercial establishments) within the city limits where solid waste may be produced and accumulated; provided, however, the Superintendent may not be required to collect solid waste at any location not fronting on a dedicated public way which has been accepted by the city or which is maintained by any governmental agency.
Governmental offices and agencies which are required to bid for garbage collection and disposal service are permitted to accept the low bidder for their services only if the low bidder's charges for said services are less than the city's established rates.
