Developers of land located in the corporate limits of the city who install utility lines (water, sewer or gas) with the anticipation that the city will then take over the lines for maintenance and the furnishing of utilities, must have the utility lines inspected and approved by the city utilities Superintendent prior to burying of the lines underground.
