It shall be unlawful for any person, firm, corporation, or association, except city utility employees while working in their capacity as such, to tamper with the gas meters and valves appurtenant thereto, or to make any hook-ups at the meter without the express written consent of the city, or the direct supervision of the work by the city utilities.
