§ 51.10 UTILITY BILLS TO BE PAID PRIOR TO CUSTOMER MOVING TO NEW LOCATION.
   Any customer of the utility system who moves from one location of city service to another location of city service shall not be allowed water, sewer, or natural gas connections at the new location unless all outstanding utility bills to the utility system have been paid in full. If, due to billing cycle, the utility system is unable to present to the customer a final bill for the old location prior to connection at the new location, the utility system may add the outstanding bill for utility service from the old location to the first bill for utility services at the new location, and failure by the customer to pay the total bill upon its due date constitutes grounds for discontinuance of service to the new location as under any other type of disconnect procedure.
