(A) The following schedule of rates shall apply to each user of the sewage treatment system within the city limits. This schedule includes rates for user charges and rates for debt service charges, each based on the volume of metered or estimated water consumption, which for this amendment are now combined.

Said rates for 2011-12 shall become effective on July 1, 2011 and shall be reflected on utility bills mailed in late July of 2011 which are due by August 15, 2011; and said rates for 2012-13 shall become effective on July 1 of 2012 and shall be reflected on utility bills mailed in late July of 2012 which are due by August 15, 2012; and said rates for 2013-14 shall become effective on July 1 of 2013 and shall be reflected on utility bills mailed in late July of 2013 which are due by August 15, 2013. Note: The above rates are inclusive of modification in the spring of each year as modified by Part C herein for all three fiscal years above, unless later modified by appropriate ordinance of the city.

Said rates for 2011-12 shall become effective on July 1, 2011 and shall be reflected on utility bills mailed in late July of 2011 which are due by August 15, 2011; and said rates for 2012-13 shall become effective on July 1 of 2012 and shall be reflected on utility bills mailed in late July of 2012 which are due by August 15, 2012; and said rates for 2013-14 shall become effective on July 1 of 2013 and shall be reflected on utility bills mailed in late July of 2013 which are due by August 15, 2013. (C) All of the rates set forth hereinabove shall be adjusted for the change in the Consumer Price Index as maintained and reported by the United States Department of Labor and as reported to all local governments by the Kentucky Department for Local Government (DLG) in February of each year for the preceding calendar year. The percentage of increase or decrease as set forth in the letter from DLG shall be applied to the above rate table to develop the new rates to be used. The initial implementation of the automatic rate increase or decrease shall become effective and be used for the billings mailed on or about July 1, 2003. For all future years, the increase or decrease shall be effective and be used with the billings mailed on or about April 1 or each such subsequent year. If the increase or decrease applied hereby shall be insufficient to generate the rate required by the lending authorities of the city to pay the required debt service, then and in that event the balance of the rate increase required on July 1, 2011 and the next two July 1 anniversaries, then the rates shown herein for 2011, 2012, and 2013 shall increase to the stated amount in the above tables.
(D) There shall be a three hundred fifty dollars ($350.00) connection charge for each new residential sewer customer located within the city connected to such sewer system (Class A).
(E) There shall be a five hundred fifty dollars ($550.00) connection charge for each new residential sewer customer outside the city connected to such sewer system (Class A).
(F) There shall be a three hundred dollars ($300.00) charge for Class B customers located within the city. This charge shall be comprised of a one hundred dollars ($100.00) connection fee and a two hundred dollars ($200.00) Wastewater Contribution Permit fee (WCP). The WCP fee must be renewed annually at a fee of fifty dollars ($50.00) WCP fee and connection fee must be paid upon submission of the WCP application. Class B being all non-residential users including all commercial and industrial facilities.
