There shall be in effect a schedule of monthly rates and charges for the use and service of the municipal water system of the city as follows:
(A) For users inside the city limits the rates shall be as follows:

Said rates shall become effective for utility bills mailed in late July of 2012 which are due by August 15, 2012.
(B) The minimum monthly charge for every connection to the water system within the city limits shall be $16.90, for which the person connected to the system shall be entitled to use two thousand (2,000) gallons of water or any part thereof.
(C) All of the rates set forth in division (A) above shall be adjusted for the change in the Consumer Price Index as maintained and reported by the United States Department of Labor and as reported to all local governments by the Kentucky Department for Local Government (DLG) in February of each year for the preceding calendar year. The percentage of increase or decrease as set forth in the letter from DLG shall be applied to the above rate table to develop the new rates to be used. The initial implementation of the automatic rate increase or decrease shall become effective and be used for the billings mailed on or about July 1, 2003. For all future years, the increase or decrease shall be effective and be used with the billings mailed on or about April 1 or each such subsequent year.
(D) The city shall pay a fire hydrant rental of one hundred sixteen dollars and sixty-seven cents ($116.67) per month, payable monthly, which is at the rate of one thousand four hundred dollars ($1,400.00) per year.
(E) The rates for the use and service of the municipal water system for users outside the city limits shall be as follows:

(G) The minimum monthly charge for every connection to the water system outside the city shall be $21.76, for which the person connected to the system shall be entitled to use two thousand (2,000) gallons of water or any part thereof.
(H) (1) There shall be a three hundred fifty dollars ($350.00) connection for each new customer located within the city connected to a gravity sewer system.
(2) There shall be a five hundred fifty dollars ($550.00) connection charge for each new customer outside the city connected to a gravity sewer system.
(3) The connection fee for all customers on a pressure sewer system shall be the sum of the following:
(a) The actual cost to the city of the materials, including but not limited to: grinder pump, service line up to 200 feet from the main line, fittings, electrical connections;
(b) A per foot cost of $ 1.20 for installation of 1.5 inch service line in excess of 200 feet from the main line; and
(c) A per foot cost of $4 for the lead wire for any distance beyond 32 feet for the connection of the Electrical Disconnect Box for the grinder pump.
(4) All customers connecting to a pressure sewer system shall be required to sign an installation agreement with the city’s Utility System prior to the commencement of the installation process. the agreement shall describe the services to be provided by the Utility, the responsibilities of the property owner, and shall grant right of access to the property for the Utility to perform the work necessary for installation, maintenance, repair or replacement of the system.
(I) No free service shall be allowed or permitted from the facilities of the municipal waterworks. No connection to the water system shall be permitted or made except on a fully metered basis.
