The Superintendent and other duly authorized employees and representatives of the city and authorized representatives of applicable federal and state regulatory agencies bearing proper credentials and identification shall be permitted to enter all properties at any reasonable time for the purpose of, but not limited to, inspection, observation, measurement, sampling, and testing pertinent to discharges to the public sewer system and inspection and copying of all records in accordance with the provisions of this chapter.
