No connections with a city water main, gas, or sewer shall be made and no services from the city system shall be turned on for services into any premise, until the applicant shall have filed with the Flemingsburg Utilities written application containing an agreement by the applicant to abide by and accept all provisions of this chapter as conditions governing use of the city water, gas, and sewer system by the applicant. Applicants who are applying for service to rental property which they do not own shall be required to have the landlord sign the application stating that the landlord acknowledges he or she will be responsible for payment of the bill if the tenant fails to pay.
