§ 10.99 GENERAL PENALTY.
   Where an act or omission is prohibited or declared unlawful in this code of ordinances, and no penalty of fine or imprisonment is otherwise provided, the offense shall be a violation and the offender shall be fined not more than $250 for each offense or violation.
