No officer or employee of the County of Fleming, the City of Flemingsburg or the City of Ewing or any agency thereof shall appear or practice before County of Fleming, the City of Flemingsburg or the City of Ewing or any agency thereof with respect to any matter on which the officer or employee personally worked while in the service of the County of Fleming, the City of Flemingsburg or the City of Ewing for a period of one (1) year after the termination of the officer's or employee's service with County of Fleming, the City of Flemingsburg or the City of Ewing or any agency thereof.
