Any person violating the provisions of this chapter shall, upon conviction of a first offense, be fined not less than twenty-five dollars ($25.00) plus court costs. Any person convicted of a subsequent violation of this chapter within two (2) years of a prior conviction under this chapter, shall be fined not less than fifty dollars ($50.00) plus court costs.
