A program which shall be referred to as the "Flemingsburg Business Incentive Program" is created, by which incentives shall be made available to:
(A) Existing businesses for the purposes of remodeling, refurbishing, expanding, marketing, or other types of improvements;
(B) New businesses for fees related to licensing to conduct business, permit fees associated with construction, and connection fees for utilities; and
(C) New businesses for occupational license fee withholding credits, according to such terms and conditions required by this chapter.
