§ 35.62 POLICE REGULATIONS.
   (A)   The following regulations are hereby fixed, established, and promulgated by the city for the purpose of providing certain guidelines in controlling the conduct of officers of the Police Department.
      (1)   The officers of the Police Department shall not go outside the city limits in their regular course of duty, subject only to situations where the officer is in hot pursuit of an offender in violation of a public offense when such pursuit was begun within the city.
      (2)   Due to the great danger involved in high-speed operation of vehicles, the police are not to engage in high-speed pursuit of offenders except when life is in danger or a serious crime has been committed.
      (3)   The doors of each business establishment within the city are to be checked by the officers on duty while such business establishment is closed, sometime between the hours of 6:00 p.m. in the evening and 6:00 a.m. of the following morning, on each and every day.
      (4)   One officer is to be on duty at the intersection of Water Street and Main Cross Street between the hours of 11:00 a.m. to 1:00 p.m., and 4:00 p.m. to 5:00 p.m. to aid in the orderly flow of traffic, except in the case of emergencies.
      (5)   All parking meters within the city are to be checked at least four times each day between the hours of 8:00 a.m. and 5:00 p.m., except Sundays and holidays.
      (6)   Whenever two officers are on duty at the same time, they will patrol in separate vehicles except when necessary to be together for safety purposes.
      (7)   It is the policy of the city not to operate "speed traps" or to engage in concealment of the police vehicle when clocking other vehicles. All vehicle clocking in by radar or other means is to be done with the police vehicle in plain view.
      (8)   The members of the Police Department are to conduct themselves in a professional manner at all times consistent with the high office which they hold. They shall be allowed two ten-minute breaks on each working shift, one during the first four hours of duty and another during the second four hours of duty.
      (9)   The working hours and shifts for each member of the Police Force shall be established by the Mayor, or the Chief of Police under the authority of the Mayor, as needs may require. The pay scale for all members of the Department shall be established by ordinance of City Council from time to time.
      (10)   Notwithstanding the provisions of division (A)(1) above, the officers of the Police Department are granted the specific jurisdiction to travel via Kentucky 11 and Taylor Mill Road to the Flemingsburg-Fleming County Industrial Park as a part of the regular patrol and in their regular course of duty. The officers shall have the same jurisdiction on this route and within the Industrial Park as they hold within the city limits.
   (B)   This section is to be construed along with other regulations adopted by the city and is not meant to be the sole body of regulations with respect to the Police Force. Further powers and duties shall include those already set by existing city regulations and state law.
