(A) The city does hereby form an independent planning unit for purposes of conducting planning operations in accordance with KRS Chapter 100.
(B) The area of jurisdiction of the independent planning operation shall include all the city and a two-mile extraterritorial jurisdiction from all points beyond the city's boundary, but not beyond the county boundary, nor within the boundary of any city not in this planning unit.
