(A) The county shall provide all existing floor space and facilities at no cost to the Joint Dispatch Board, and further provide worker's compensation, unemployment, and other fringe benefits such as health insurance to the employees who work in the dispatch office. The employees are deemed to be employees of the county for purposes of withholding and fringe benefits only, since they are actually employees of the Joint Dispatch Board.
(B) The city and the county will cooperate in the application for grants or other public funds to aid in the financing of the operation of the dispatch services.
(C) The Board shall not acquire, hold, or dispose of real or personal property of any nature whatever except regarding the receiving and disbursing of funds required for actual salaries paid.
(D) The funds for all salaries paid shall be provided as follows: one-half by the city and one-half by the county, after credits for any grant monies available have been applied. In order to receive funds from the city and the county, the Joint Dispatch Board shall be responsible for making available and submitting to the city and the county a proposed budget formulated by the Board in time to have the budget proposal incorporated in the master budgets of both the city and county.

(C) The funds for all operation shall be provided as follows: one-half by the city and one-half by the county, after credits for any grant monies available have been applied. In order to receive funds from the city and the county, the Joint Dispatch Board shall be responsible for making available to the city and the county a proposed budget formulated by the Board and submit same to the local governments in time to have the budget proposal incorporated in the master budgets of the city and the county.
