§ 35.31 MEETINGS; CHAIRMAN.
   (A)   The meetings of the Joint Dispatch Board shall be held as required and as called by the Chairman.
   (B)   The Chairman of the Joint Dispatch Board shall be either the Mayor or the County Judge Executive who shall rotate the chairmanship as follows: the first term, which shall run through the first Monday in July 1989, shall be determined by the toss of a coin between the Mayor and the County Judge, who shall thereafter alternate on an annual basis the position of Chairman of the Joint Dispatch Board.
   (C)   The Chairman shall not have voting rights except to break a tie among the regular voting members.
