There is hereby created a Joint Dispatch Board with membership on the Board being comprised of six voting members, to be appointed as follows:
(A) The city shall have three voting appointees who shall be selected and appointed by the Mayor. The initial term of the appointees shall run through the first Monday in January of 1990, or until their successors qualify. Terms of appointees thereafter shall be for two years, expiring on the first Monday of every even-numbered year, or until their successors qualify.
(B) The county shall have three voting appointees who shall be selected and recommended by the County Judge Executive to the Fiscal Court, and who shall be subject to the approval of the Fiscal Court prior to beginning their duties on the Board. The initial term of the appointees shall run through the first Monday in January of 1990, or until their successors qualify. Terms of appointees thereafter shall be for two years, expiring on the first Monday of every even-numbered year, or until their successors qualify.
