Every person riding or operating a bicycle upon a roadway shall be granted all the rights of and shall be subject to:
(A) All the duties applicable to the driver of a motor vehicle by the state laws; and
(B) The provisions of Chapter 71 declaring rules of the road applicable to the driver of a vehicle except as to those provisions of laws and ordinances which, by their nature, have no application.
