§ 71.02 SPEED OVER REASONABLE AND PRUDENT.
   It shall be unlawful for any person to operate a vehicle on any alley, street, highway, or in any public place at a speed that is greater than reasonable and prudent under the conditions then existing or at speeds in excess of those ordained by the city, and any speed in excess of such limit shall be prima facie evidence that the speed is not reasonable or prudent.
