It shall be unlawful for the owner or occupant of any property to allow, maintain, or fail to remove any wall, fence, foliage, or object which obstructs the view at any intersection of streets or alleys or to place or allow any sign or object on the boulevard or right-of-way adjacent to his or her property which obstructs the view from any alley, driveway, or roadway.
