Any vehicle parked or allowed to remain in violation of any of the provisions of Chapters 72, 73, and 76 may be removed or caused to be removed by law enforcement of the city and towed to an area designated by the Police Department. Any towing and storage charges resulting from removal of a vehicle shall be paid by the owner or person parking such vehicle in addition to the fine and other penalties prescribed.
