(A) Traffic control devices. All signs and signals required hereunder for the particular purpose shall be uniform as to the type and location throughout the city so far as practicable. All traffic control devices so erected and not inconsistent with the provisions of state law or this section shall be official traffic control devices.

(B) No violation if not in place. No provisions of this traffic code for which signs are required shall be enforceable against an alleged violator if, at the time and place of the alleged violation, the sign or signal herein required is not in proper position, sufficiently legible, or in proper working order to be seen by an ordinarily observant person.
