No person shall use any yard fountain except by special permission of the Superintendent of the Water and Wastewater Department and only then between April 1 and November 1. All service pipes of yard fountains must be provided with curb stops under the city’s control. The governing body may suspend the use of water for fountains and sprinkling whenever, in its opinion, public necessity may require it.
