All taps to water mains and renewal of service pipes in said city shall be under the direction of the city’s Water Department. The expense of making such taps is to be paid by the property owners and shall be charged from the center of the street, and the amount of such charge shall be fixed by resolution as may be heretofore or hereafter adopted by said City Council.
