All persons using water from the Waterworks System for any purpose shall do so at their own risk, and the city will not, nor will the Mayor, City Council, Superintendent, or other officer in charge of the Waterworks System, in any case be liable or responsible for damages growing out of the overflow or stoppage of water or any insufficient supply of the same.
