Water shall be supplied only upon written order of the owner of the real estate to which it is piped, and the city shall have a lien upon the property to which water shall be taken from the municipal plant for all water rents due. In no case shall water be turned on at any place or property at which water shall have been used and remain unpaid for except by permission of the City Council.
