All bills for utilities and services furnished by the city shall be due and payable prior to 5:00 p.m. on the fifteenth day of the month. Bills shall become delinquent on the sixteenth day of the month following the date of such bill. However, if such due date shall fall on a Saturday, Sunday, or a legal holiday observed by the city, such bills shall be due and payable by 5:00 p.m. of the following business day.
