§ 154.66 WATER SUPPLY SYSTEMS, SANITARY SEWERS, AND STORM DRAINAGE.
   (A)   The subdivider shall install a complete water distribution system adequate for domestic supply and for fire protection needs to serve each lot or tract in every subdivision where connection is to be made immediately to a community or a utility water system in accordance with the city’s design standards and specifications. In subdivisions inside the city limits where such connection to a system is not to be made immediately, plans shall be prepared for future installation of a water-distribution system to serve each lot or tract. The subdivider shall construct a subdivision sewer system to adequately serve each lot and connect the subdivision system to the public system after the City Council and the state’s Department of Environment and Natural Resources has approved the design of the system.
   (B)   An adequate drainage system including necessary open ditches, pipes, culverts, intersectional drains, drop inlets, bridges, and the like for the proper drainage of all surface water shall be provided. Cross-drains shall be provided to accommodate all natural water flow, and they shall be of sufficient length to permit full width roadways and required slopes.
