(A) The subdivider is required to install or construct the improvements hereinafter described prior to receiving approval of his or her final plat or prior to having released the bonds or other securities which guarantee such required improvements.
(B) All public and private water mains, sanitary sewers, laterals, and storm sewers shall be installed as necessary to prevent the future cutting of pavement of any street, sidewalk, or other required pavement.
