(A) Except where alleys are permitted, the Council shall require easements at least 20 feet in width centered along all rear lot lines. Where necessary or advisable, in the opinion of the City Council, similar easements shall be provided along side lot lines or across lots.
(B) If the Council deems it necessary for proper drainage within or through a subdivision, it shall require that a storm water easement or drainage right-of-way be provided.
(C) The property owner(s) whose property is subject to such easements shall be responsible for its maintenance. The property owner(s) shall keep the easement clear of any structure, debris trees, shrubs, or landscaping whatsoever except that lawn grass, which shall be regularly mowed, and annual vegetation may be grown thereon, and no permanent fences shall be allowed.
