(A) There shall be no private street platted within a subdivision.
(B) There shall be no reserve strips in a subdivision except where their control is definitely vested in the city under conditions approved by the City Council as authorized by this subchapter.
(C) (1) Alleys shall not be provided in residential blocks except in cases where the subdivider produces evidence of the need for alleys which is satisfactory to the Council.
(2) Alleys may be required in commercial and industrial districts except that the City Council may waive this requirement where another definite and assured provision is made for service access.
(3) Such alleys shall be dedicated to the public.
