A person shall be permitted to give flight training at the Flandreau Municipal Airport without the requirement of maintaining a building so long as the person meets all of the other requirements of this subchapter and such flight training is not on a full-time basis. This exception does not apply to flight training conducted by firms, corporations, or other business entities engaged in the flight training business.
