It is the intention of the governing body of the city to conduct a program of plant pest control pursuant to the authority granted by SDCL Chapters 38-24B and 38-24A. This program is directed specifically at the control and elimination of Dutch elm disease fungus and elm bark beetles but may be applied to other contagious diseases that threaten public and privates trees within the city and Flandreau City Park.
