Where it is necessary to cut the street pavement in making any street excavation, there shall be an amount equal to the estimated cost to the city for the replacement of the pavement removed deposited with the City Finance Officer before a permit is issued. The actual cost shall be determined after the pavement is replaced, and any surplus shall be refunded, and any costs not covered by the deposit shall be paid immediately. The cost to the city for pavement removal and replacement shall be determined from time to time and a schedule thereof maintained at the city office.
