No person shall ride, drive, or lead any animal upon any public sidewalk in the city other than dogs, cats, or other pets on a leash or drive or operate or cause to be driven or operated any vehicle including bicycles and skateboards upon any sidewalk in the C1, Central Business District in said city except that the same may be driven across any sidewalk in entering or leaving the premises of any person if there shall be constructed a driveway across said sidewalk at said premises.
