(A) The City Council is authorized to grant temporary permission in writing to any person to deposit and keep lumber, stone, brick, or other materials for building on any public sidewalk, street, road, or alley adjacent to the building to be erected or repaired.
(B) Such permission shall not excuse the obstruction or occupancy with such materials of more than one-third of the width of any main traveled portion of any street or road.
