If the permit includes streets, alleys, or highways that are located on or across or along strung electric light or telegraph or telephone wires, it shall be the duty of such applicant to notify in writing the resident manager or managing agent or officer of such public service corporation or owner of said line or wires at least 24 hours before the commencement of such work of his or her intent to so move such building under or across such line or wire and of the approximate time of such crossing of line or wire by such building.
