On the receipt of the application and the guarantee fund as hereinbefore provided, the Supervisor of Streets may personally or through the local law enforcement officer investigate the representations of the applicant. If such investigation is satisfactory, he or she shall deposit said guarantee fund with the City Finance Officer to be held subject to the order of the Supervisor of Streets, who shall thereupon issue to the said applicant a permit in writing for the removal of such building along or across the streets, highways, or alleys, and said removal is to be finished prior to the time stated in such permit.
