§ 110.05 APPEALS.
   Any person denied a license, upon recommendation of the chief law enforcement officer, and feeling aggrieved thereby shall have the right to appeal to the Council. If the Council determines the license shall be issued, the Finance Officer shall issue a license pursuant to the provisions of this subchapter.
